Konstantin Zatulin was born in September 7, 1958 in Batumi (Adjara Autonomous Republic of Georgia SSR) in the officer family. His parents are originally from the Don. His father, Zatulin Fedor, was a Colonel in the border troops of the USSR. Both parents, Zatulin Fedor and his wife Zatulina Vera (nee Fedorova ) were the Dons Cossacks. They dead and buried in Sochi.
After school Konstantin Zatulin started his career in the Krasnodar Territory. In 1977 he got into Faculty of History of the Lomonosov Moscow State Universitydiploma. In 1985 he graduated from the graduate school of historical faculty of the Moscow Lomonosov State University.)
While a student he took an active part in public work and through the Council of young scientists he came to work in the Central Committee of Komsomol. In 1989 he organized the Association of young business leaders of the USSR and was the head of this Association until 1993.
In 1991-1992 Konstantin Zatulin formed part of the leaders of Moscow, headed by Yuri Luzhkov. In 1992 he was one of the founders of the Council of entrepreneurs under the Mayor and the Government of Moscow. From 1997 to 2010 he was an adviser to the Mayor Yuri Luzhkov (on a voluntary basis).
In 1993 Konstantin Zatulin was elected to the State Duma of the Russian Federation where became the chairman the first created Committee on CIS Affairs and Relations with Compatriots. It was the First assembly of State Duma. In 1995 he was the chairman of the Commission on the Black Sea Fleet. In 1994 he suggested to create the Government Commission of the Russian Federation of the Affairs of Compatriots Abroad and the Council of Compatriots of the State Duma of the Russian Federation (1995).
Since 1996 Konstantin Zatulin is the Creator and Director of the Institute of CIS countries (Institute of Diaspora and Integration). The Institute is the first and unique academic institute dedicates a study of problems of «near abroad» and the situation of our compatriots abroad.
In November 1998 Konstantin Zatulin was elected the chairman of the social-patriotic movement called “Power” and became one of the founders of the Russian political organization “Fatherland». In 2001 after the unification the organization “Fatherland” and the movement “Unity” he was a member of the Central political Council of the party “United Russia”.
In 2003 he was elected to the State Duma of the Russian Federation of the Fourth assembly from the one of the Moscow district. And in 2007 he was again elected to the State Duma of the Russian Federation of the Fifth assembly but at the list of candidates nominated by the party “United Russia». In State Duma he worked in the Committee on CIS Affairs and Relations with Compatriots.
From 2002 to 2011. Zatulin led an author (weekly) program on the channel TV-Center “Continent” (on the post-Soviet From 2012 to 2016 he was an author of a program «Russian question».space problems), “political kitchen”, “matter of principle”. Author of the books “33 And another story from the life of our Continent” (Moscow, 2003), “Between East and West. Ukraine on the background of the Orange Revolution, “(Wiley, 2005),” Russia and Abkhazia, two countries – one nation “(Wiley, 2011).
Since February 2016 a Head of working group of E, development of SCO and other institutes of international cooperation under the Civil Chamber of Russian Federation
